It was Andropov who would have adopted controlled market reforms similar to the chinese ones, had he not died, and although he was the one who recommended Gorbachev as his successor, as he was his pupil, he did not follow up on Andropov's intentions; I'm pretty sure even the CIA admits that had Andropov lived longer, there would still be a USSR . It could be said that Gorbachev wasn't yet ready to govern and needed more time, but to say he has no responsibility in Yeltsin's coming to power and to claim it was the "hardliners" fault is absurd.
